2010 Subaru Legacy how to loosen seat bolt on 2011 Subaru L

I'm trying to unscrew the seat bolt in my new 2011 legacy? When I use a torx driver the head of the bolt spins but doesn't get looser.

I want to install a goose neck mount on the passenger side seat bolt to hold a cell phone pedestal, but can't loosen the bolt.

I'd appreciate any advice.

Unfortunately Mitchell 1 dose not as yet cover 2010 Subaru interiors, but i would be thinking that either the thread is stripped or there is an encapsulated nut that is turning, i would contact the dealer or drop in and show them, you may just have a warranty repair on your hands, i have looked on line as well and have found nothing that covers this problem.
