CAN THE 2006 SUBARU LEGACY B4 BL5 2.0 (JAPANESE USED VEHICLE) RUN ON SUPER OR REGULAR UNLEADED GASOLINE INSTEAD OF PREMIUM UNLEADED GASOLINE?

yes it can run on any type of unleaded gasoline and the engine will be fine

Only use the recommended fuel type as indicated in your vehicle's owner manual. If you do use a different type of fuel octane and you encounter pinging then stop using that fuel type immediately to prevent engine damage.
