2004 Subaru Legacy Catalytic Converters (2) Failed

My check engine light came on and I was told by the dealer that my two catalytic converters have failed. I had also noticed a 15% reduction in my gas mileage recently. The dealer stated that the $2300 expense would be covered by Subaru but the cause may have been my failure to replace the spark plugs at 30,000 miles. Does this all make sense? My manual does not require replacing the plugs every 30,000 miles.
