2003 Subaru Legacy gas smell

This only happens in cold weather. There is a very strong gas smell inside and around the outside of the vehicle when left idling (i.e. stop lights, parked) for even a short length of time. It only happens in cold weather. what could be causng this?

have the return vapor canister checked it is under the hood on the drivers side of the engine.
