2002 Subaru Legacy Loss of power

The car starts and runs but after a short drive there is severe loss of power at engine speed up to 4500 rpm. So far I have replaced: spark plugs, CO2 sensor, catalytic converter.

I got the same problem idle to 2500 rpm the car has the lost of power, 2500 to 3500 the car is normal and 3500 to 7000 the car has a turbo noise ! I removed all my exhaust and its all clean and my intake it clean to ! I don't know what to do now !
