1997 Subaru Legacy Engine Temperature Gauge

after the car runs awhile, the temperature gauge starts to climb towards high but doesn't actually overheat, it just comes short of pinning to the "H". Sometimes water/antifreeze comes out the overflow when this happens, but not all the time.

When the car cools for a few minutes, the gauge goes back to the middle, and will rise later on. Hoses have been replaced and so was the thermostat. HELP!
