1996 Subaru Legacy Head Gasket

Car temp gauge showed overheating. No smoke from engine or exhaust. Turned car off immediately. Checked overflow tank to check water level, which was was full to over flowing. Found oil (not foamy). Cranked back up to move, temp gauge read normal. I have been told it could be head gasket or just needs to be flushed... Help?
