what do you recommend to remove the broke in half spark plug wire casing around the plug still in the engine?

You can try grabbing it with a pair of long nose pliers you can get them in 45 & 90 Deg"s with extra reach, this will be a bit tricky as to the access of the plugs, take your time and you will get it off.
