my 03 subaru wrx has an upgraded turbo and fuel system but lately i can't boost past 5 psi or it will feel like it is retarded my timing, what do you think could cause this

Have you changed your BOV? If so, your MAF may be making your fuel/air mix to rich. A vented BOV will do that.
