1998 Subaru Impreza cruise control

1998 Subaru Impreza 4 cyl All Wheel Drive 170, 00 miles

I bought this car used. The cruise does not activate. The cruise light comes on when the button is pushed but nothing happens when I try to set it with the control lever.
What do I check?
Are their spec's or diagrams, etc for this system?

Since brake lights work that eliminates a faulty brake/stoplight switch. The other components that need testing require a scan tool. It could be faulty inhibitor switch, vehicle speed sensor, cruise control unit etc.
