1998 Subaru Impreza airbag light

My airbag light has allways been on impreza, since I got it 3 month ago, I was told its a new steering wheel, I took it to a auto electrian but it wont let them reset light.

what can it be? Help.

Need to find a shop that has the ability to scan the SRS (supplemental restraint system) system to see what the code is. The SRS wont let the light be reset without the proper repairs having been made, even then it takes a scan tool to reset the light
