1998 Subaru Forester egr causing hesitation

1998 Subaru Forester 4 cyl All Wheel Drive Automatic 116k miles

car has a cold hesitaion" stuck in the mud' feeling at 1800-2000rpm. after trying many things to fix problem, finallly got a lead, removed and plugged vacuum line from egr and hesitaion has dissapeared. so the vlave seemed to open and close properly, used a vac pump and it holds vacuum, now my service manual says when checking egr that it should open around 1/8 inch and it seems mine opens about a 1/4 inch, which maybe could be why it hesitates. but i am wondering why it is opening too far, could it be a weak spring. this car also has a vac modulator do-dad with two lines in off two different ports on throttle body and another that runs through a solenoid valve to egr and another port on bottom that i believe reads exhaust backpressure. any ideas where to start, these parts aren't cheap so trying not to make any guesses

Check the EGR passages for excessive carbon build up. If it is carboned up, then give it a thurough cleaning.
