stuck ignition key cylinder

key will only turn to number 1 position. wheel turns, shifter is free to shift, radio power. no accesories, no window control,

It sounds like the ignition key tumbler has gone bad, what if you jiggle the key while you turn, or take the steering wheel and move it, check out this article for more information.
