Strange brake light issue

With engine off and brakes applied, third brake light and passenger brake light work, driver's side brake light does not work (guessing bulb needs replacement). But when brakes are applied with engine running, third brake light works, but both lower brake lights do not work.

That seems weird because they are all on the same circuit. Here are the brake light wiring diagrams so you can see how the system works. Remove both lower bulb to inspect and replace as needed.
