High pitch screeching noise coming from dash when turning the steering wheel slightly to the right?

It does not make the noise going straight, turning to the left or pronounced turn to the right. Only makes sound 30mph or faster. Could this be a valve or something electronic?

It is tough to tell without a short video of the noise which you can upload with your response. If I had to guess, I would say it sounds like the electronic steering motor inside the rack and pinion is going out which is common.

In the video notice when the wheel slightly moves to the right you hear a high pitch whistle. Every time I move the wheel just a bit you hear the whistle. It's coming from around the dash somewhere.

Thanks for the video. I have to stand by my original thought that the electronic steering gear is bad and the noise telescopes into the car via the steering column. To be sure let's raise the car in the front and use jack stands. Then start the engine and have a helper steer the car back and forth while your hand is on the steering rack, you should be able to feel the vibration/noise.
