The steering lock is secured to the lower casting of the adjustable steering column and consists of a locking pin and an electric motor. The electric is operated and controlled by the REM, GEM, and the instrument cluster. Have you checked fuses to these components?
The steering should unlock by the installation of the key. Check to make sure nothing is disconnected and inspect the GEM.
I attached a pic of the fuse box below and highlighted the fuses to check. Fuse 4 is for the REM and fuse 20 is for the GEM.
Make sure the fuse is good and there is power to it.
