I just had the engine replaced and now none of the controls on the steering wheel work (cruise, phone, audio, horn).
What could have caused this and is it expensive to fix?

So what it sounds like happened is the when they were doing the engine work they disconnected the steering and turned the steering wheel which destroyed the clock spring in the steering wheel. here is a guide to show you what you are in for to fix it and diagrams below to show you on your car. Is the airbag light on as well?

Yes, the airbag light is flashing. Is it unreasonable to go back to the mechanic and try and hold him accountable? Seeing as how there was not this issue prior to the engine work.
