Does not steer unless truck is moving

Unless truck is in motion, backwards or forwards, you cannot steer at all.
Is the problem the power steering pump, or the rack and pinion gear box? How can I tell the difference?
I do not wish to pull the wrong parts at PickNpull again.
It is cold out now!

It may be the belt and tensioner as replacement should be done at 60,000 miles. But have pump checked for pressure and make sure it is full.

Hey Big,

It sounds like the steering pump has gone out. I had a problem like this with a Tahoe in the shop.
