Steering problem, rack and pinion

I was reading a post you had with a man about the steering recall. My car meets exactly what you had mentioned. I have had nothing but problem after problem with the car. It was the power steering hose had burnt twice. Then had issues with brakes or shaking. So I replaced tie rods, hubs, brakes, rotors. It still throws the code for steering speed sensor. And now has power steering fluid poring out from under the car. I have spent thousands of dollars trying to fix this car. And am told it is not covered under the recall because it has hydrologic power steering. What can I do?
