The steering wheel keeps locking after my mom gets out and “bumps” the steering wheel and she has hard time turning the wheel to get it started again. I wanted to take out the fuse for the steering wheel lock mechanism so it doesn’t lock if the wheel is turned with the car off. Where is that fuse located on the car listed above.

Welcome to 2CarPros. Unless you mean the interlock with the shifter the steering wheel lock is mechanical. The key moves a short cam or gear rack that pulls a lock pin back and unlocks the steering column. On versions with electronic locking the solenoid pulls back against a spring when energized. Removing power to it would lock the wheel and it wouldn't unlock until you applied power again. To disable it would mean you need to disassemble the ignition switch itself to remove the locking pin. However the way the switch is put together means you cannot take it apart. Sorry.
