Steering and ignition locked

Recently replaced ignition lock cylinder due to anti theft security system, no problems. I had to replace battery and now the steering wheel and Ignition is locked. Key is not stuck in the ignition, but it will not turn at all and neither will steering wheel. I've tried the release button underneath column, I've tried everything advised on videos. Please help.

Good afternoon,

Did the key lock cylinder turn good before installation?

Did the key turn after the installation? Or was that the time it would not turn.

Removal Procedure
1. Disconnect the negative battery cable from the battery. Refer to Battery Negative Cable Disconnect/Connect Procedure in Starting and Charging.
2. Remove the upper and lower steering column trim covers. Refer to Steering Column Trim Covers - Disassemble - Off Vehicle.

3. Put the key in the steering column lock cylinder set (1).
4. Turn the key to the "START" position.
5. Install a 1/16 allen wrench (2) into the hole on top of the lock module assembly to release the steering column lock cylinder set retaining pin.
6. Turn the steering column lock cylinder set (1) into the "RUN" position.
7. Pull the steering column lock cylinder set (1) out from the lock module assembly.
8. Remove the key from the steering column lock cylinder set (1).

Installation procedure

1. Insert the key into the steering column lock cylinder set (1).
2. Line up the locking tab (2) and the positioning tab (3) of the steering column lock cylinder set with the locking tab slot (5) and the positioning tab slot (4) in the lock module assembly (6).
3. Push the steering column lock cylinder set (1) into the lock module assembly (6).
4. Rotate the steering column lock cylinder set (1) in the lock module assembly (6) into all positions.
5. Install the upper and lower steering column trim covers. Refer to Steering Column Trim Covers - Assemble - Off Vehicle.
6. Connect the negative battery cable to the battery. Refer to Battery Negative Cable Disconnect/Connect Procedure in Starting and Charging.

Yes, it worked fine. Battery was bad and needed to be replaced. Once the new battery was connected the ignition and steering wheel locked up.

Got it.

Go over your battery cable connections and make sure they are clean and tight.

If you can, check the voltage drop on the cables.

Cables are clean and tight. I believe the voltage was 140. I had to get the neighbor to check for me.

Can you verify the voltage?

140 is nowhere near what it should be.

Sorry 12.7. He said it wont drop because you can't turn the key on.

Okay, can you have him check the voltage at the ignition switch and tell me the wire colors and voltages?
