It sounds like you have shifted belts in the tires. you cannot get rid of that with balancing.
Have someone examine the tires for any belt damage.

Other possibilities
1. Loose steering linkage. You may have worn out parts in the steering system.

2. Suspension system. Have the suspension checked for any worn parts that will cause this instability.
3. In correct alignment. If the toe in is off, it will also cause this issue as the tires will be fighting each other.
