steering hard on start up

when cold starting, the steering will be stiff for the first few seconds (less than 30), during this time the steering wheel will jerk a bit. The fluid level is "full", and there are no discernible leaks.
Any ideas?

Good morning.

The first thing I would do is to change the power steering fluid. If the fluid has not been changed according to maintenance schedules the dirty fluid may be the issue.
Also, make sure the belt has proper tension on the pump.
