Good afternoon.
You have 3 choices.
1. Have a locksmith make a skeleton key so you can unlock the steering wheel.
2. You need to remove the steering wheel itself and then use vise grips to turn the steering.
3. Remove the 2 halves surrounding the steering column. Then you need to drill out the lock pin for the cylinder and remove the cylinder. Then you can use a screwdriver to turn the ignition to unlock for steering.
