Steering stopped working properly

Steering wheel is very hard to turn when car is not moving. It steers while car is moving. Never heard a winding noise or anything, it just stopped working as I backed out of driveway one day. Power steering fluid has been full. Trying to decide if it's a rack and pinion or power steering pump.

It seems power steering pump defected, before that check the drive belt condition. if not slipping check power steering fluid quality if black and dirty.
