Stays on defrost

My control on the panel for defrost, vent and floor does not switch between each setting. Stays on defrost. I keep seeing on YouTube that it is the actuator? then i see that the actuator is for hot and cold. Before it quit working it was slowing down over a few weeks then stayed on defrost. What is my next step?
