Since it is taking three times for the engine to properly start, I suspect there may be a fuel pressure issue. First, check fuel pressure to confirm it is within spec. Also, check pressure drop off to see if the system is bleeding off pressure, which will cause a delayed start until pressure is reestablished.
Here is a little trick. Cycle the key from off to the on position (not start) three times. Each time you turn it to the run position, count to five, turn it off, then back to the run position. Do this three times. If low fuel pressure is the issue, trying this should allow the pump to pressurize the system and it should then start.
Try that and let me know what happens.
