Hi and thanks for using 2CarPros.com. Based on your post, I would recommend check the starter relay. Although there is always power to the starter straight from the battery, the relay only sends power to the starter solenoid when the ignition switch is in the start position. That power comes from the starter relay and engages the starter.
The starter relay is located in the relay box under the hood of your vehicle. I have attached a picture of the relay box and its components. What I would like you to do is locate the starter relay and switch it with another relay with the same part number in the relay box and see if that makes a difference.
