I bought a brand new battery and a brand new starter, the starter will engage but wont turn over. I lightly sanded the area around the ground placement and put new coping pieces on the ends of the positive and negative wiring.

We need to start with measuring voltage at both wires on the starter while cranking the engine. I assume you will have voltage on the black wire but the black/white wire will most likely not have voltage. This is your control wire. This will only have voltage is the clutch pedal switch grounds the starter relay. Then the security system relay will need to send voltage to the starter relay if the system is disabled.

Basically we need to start checking these components for where we have voltage and where we don't. This will tell us what the issue is.

Let me know what you find and we can go from there. Thanks

Awesome, thanks so much. I'm going to my auto parts store to get a meter because I finally drove it home today so I don't have access to my buddies meter. I will let you know what I figure out in the next hour!
