Starter wire connection?

I found the oddest thing I have never seen before, and I need to know if it's okay to remove and if not how to reconnect the starter with this little blue plastic clip inside the housing that seems to prevent the power from connecting to the starter.

Thanks for the image, yes, it looks like the starter solenoid or connection has pulled out of the starter and the starter must be replaced. By looking at the new starter you can see what needs to be removed from the starter trigger wire which is what is in the picture.

I've already got the new starter in and can't connect the positive with this pin lock (that I have never seen before. I guess Dodge only did it for two years and only on a few models.

So, you can't pull the blue piece out? Maybe it has a pigtail?
