Starter will not kick in

Starter will not kick in to turn the motor over. Replaced the starter and the new one just spends but will not kick in to turn the engine.

If the starter motor is spinning but not spinning the engine, there are likely some teeth worn off the ring gear. Try to rotate the crankshaft a little, by hand, in the normal direction, then see if the engine will crank.
