Hi,
I'm not completely sure what you did to check, but first, confirm the battery is fully charged and the terminals are clean and tight. Once you do that, you need to check if there is power to the smaller wire on the starter (s terminal). There will always be power to the larger wire direct from the battery, but the smaller wire should have 12v only when the key is in the start position.
Now, if the smaller wire does get power when the key is in the start position, the starter is bad. If you look at the attached picture, I circled the starter and highlighted the smaller wire I am referring to. Have a helper turn the key to the start position while you check if there is power to that wire. Note the other wire (the larger one) goes direct to the battery and should have 12v all the time.
If there is no power to the smaller wire, see if it will start in neutral. If it does, the neutral safety switch is bad.
