Starter not turning flywheel

New starter will not turn the flywheel to crank engine. Teeth are lined up and everything, but still no crank. just the clicking noise to show cog moving.

Have you checked to see if the engine is not locked up?

Is battery fully charged? Cables tight and clean on battery and starter.
