The cam problem refers to the mid 1990's models. With a cracked cam, the lock cylinder/key does not travel any further than normal. It just causes the switch to not rotate far enough to get to the "crank" position.
Your truck uses a switch on the steering column, and your description suggests its mounting screws are loose or missing. They are a pair of 5/16"-head self-tapping screws. The holes in the switch are slotted to allow for adjustment.
You can jump any starter by connecting the small "solenoid" terminal to the larger "battery" terminal, but be sure the transmission is in "park" so the truck does not take off. Doing this bypasses the neutral safety switch or clutch pedal switch. In your case, if the ignition switch is loose, it probably will not get to the "run" position either, so there is no point in jumping the starter.
