Starter has no supply power to starter relay?

I have tested my starter relay and determined the supply voltage to the relay is not there. It is Pin 30 and I'm trying to figure out if it goes to a fuse or somewhere else. I have voltage to 85 and 86 when key is turned and 87 has continuity to starter control line. But 30 that should be hot all the time is not. Where does the wire that goes to pin 30 come from? All the fuses are good.

Hi,

There should be power at all times to the starter relay secondary (either pin 87 or 30). The primary side only gets power when the key is in the start position.

I attached the wiring schematic below. Let me know where you are not getting power. If it is the secondary side, the TIPM may be the issue.
