starter not engaging

put new starter on, still spinning not engaging.

Did you check the old starter to see if would kick out the drive gear and spin? Did you check out the flywheel teeth?
Usually, I can lay the starter motor on the ground, hook up jumper cables properly between starter motor and battery, It will kick out the drive gear and spin, laying there on the ground. Of course that is no load test.

I just wanted to add, some makes an models may use shims. Could be something wrong with flywheel?
