Will not turn over

Car will not turn over, when it does start I drive it if the temperature outside is hot and I use the air. when I stop and turn off car it will not start have to wait about an hour. new battery, new crankshaft still will not turn over. I hear a noise in the shifter only. I have two keys either works.
