Hi,
A plugged converter can cause this type of issue, but it usually happens at all times.
Since you indicated the catalytic converter as a possible issue, remove the oxygen sensors before the converter and see if it runs better. It won't be perfect, but if the converter is clogged, you will notice a difference with a release point.
Additionally, often times you will notice an odd odor from the exhaust and the sound will change because of an airflow restriction.

Also, I believe this vehicle still used the OBD1 system, so let's see if there are any diagnostic trouble codes related. You don't need a scanner to identify codes. Follow the directions in this link and let me know what you find:
