Ran like it had a fouled plug. changed them started still does it. no signs of arking looked in the dark.

Hi,

Engine misfires at all engine speeds? problem can be spark related, fuel related ,engine compression or vacuum leak. as a first step we must detect which cylinder is the cause of the problem.
Start the engine remove the spark plug wire for each cylinder one by one if engine speed drops vibration increase then that cylinder is working properly, if no change in engine speed when removing the spark plug wire means that cylinder is the cause of the problem.
