I just put a 4r70w transmission out of salvage yard in and when I drove it after install my speedometer goes an hits a 100 mph and I am only doing about 30. I believe it is tripping the governor because it shuts down until needle drops below 99 mph. I have replaced speed sensor in differential and rear of transmission. it never did this with old transmission.

Did you have the 4r100 before? I would check the connection at the output shaft speed sensor. Here are the wiring diagrams (below) for both so you can do a pin to pin check by following this guide.
