If the vehicle has ABS, the speed signal is provided by the vehicle speed sensor. If a failure occurs, you will get exactly what you described. The speedometer will become inoperative, and PS, ABS, and parking brake light will illuminate.
Here is what I suggest: We need to determine if my theory is correct. To do this, the vehicle's can-bus system needs to be scanned. CAN stands for controller area network. Basically, all the different computers/modules are tied together via a few wires. A basic scan tool won't retrieve codes from the ABS module, so that is why I recommend this.
