Speedometer not working properly?

2004 JEEP GRAND CHEROKEE
135,000 MILES • V8 • 4WD • AUTOMATIC

Speedometer starts at 10 MPH when cars idling. So, I'm always going 10 MPH over the speed that I'm actually going. Any help on what may be causing this cluster or speed sensor?

I would run the codes to see what comes up but to me it sounds like the speedo cluster is bad and needs to be replaced. If the transmissions shifts okay the VSS is probably okay. Here is how to change the cluster out which you can get a rebuilt unit of you search google or eBay. Check out the images (below). Please let us know if you need anything else to get the problem fixed.
