After checking every fuse in the vehicle, I came to the conclusion that it might be a relay or the outlet itself. In order to access the relay for the accessory outlet, one bolt has to be removed so the left of the dash support can be sprung out of the way to access the relays in the fuse compartment. All checked ok. I finally determined the center console can be popped open (shift stick has to be placed in drive to remove it) and gained access to the outlet. I found that it has a small fusible link incorporated with the outlet! Of course, this was the issue. I temporarily replaced the link with a jumper so I could use my GPS on a trip and then put a new leaded fuse in when I returned. Not sure why this is fused and why the link blew before any of the regular fuses opened but wanted to let anyone else who might have this problem know the solution. The console top isn't too hard to pop off (no screws need to be removed), and the outlet attached via a fast connect, and then the shell unscrews so the outlet can be removed and serviced. No exact replacements are available.
