Solenoids that run the Intake Runner Valve

I have a DTC P2004 Intake Runner Valve Open does any one have any experience in this could it be the solenoids the vacuum lines seem to be all right should I just go a head and pull the valve off and check it out or is there another way of testing to see if it is the valve or the solenoids.

That's what you have to determine by checking the car. You should be able to see if there is any linkage issues or whether the flap moves freely. You can also apply vacuum to the actuator to see if it works.
