Soft brake pedal when started?

Replaced rear Calipers, pads, and rotors.
Blead system and have firm pedal.
After starting the engine brake pedal goes to the floor.
Used premium brake fluid and flushed the entire system front and back.
Now at Honda, and they say it needs master cylinder and VGS Modulator.
I think it's the VGS, only because if you can build hydraulic pressure, it's not the master it's electronic.

Hi,

When you bleed brakes, the brake pedal goes beyond its normal travel. Oftentimes, there is dirt and corrosion in the section that can damage the plunger on a master cylinder.

With the engine off, pump the brakes to get a solid pedal hold pressure on it for a bit of time to see if it slowly goes to the floor.

Also, VGS (variable geared steering) isn't offered on this vehicle, so I'm not sure what they are referring to.
