Have evap issues, so replaced the gas cap, and filler neck tube going to the gas tank. Performed second smoke test and still get smoke coming out of the gas cap area. Is smoke coming out a normal condition?

This is a seemed system where ever the smoke is coming out is the leak, you might need to get under the car to see it.

How can I close vent valve without a scanner? Would I be able to smoke the filler neck if I remove from tank to isolate the problem? Like plug all the lines but one and smoke it to see if it leaks thru the same area. Thanks

There would be no point. You need to know that the vent valve is capable of sealing as it may be your problem.

Will a scanner from Autozone suffice for the purpose of my test? Closing the vent valve?

No, those aren't real scan tools. They are generic code readers. Real, bidirectional scan tools cost $4000 and up.
