My van failed smog. Mil/check engine light due to OBD communication failure.
Ignition timing check due to engine rpm being out of tolerance.
What could the problem's? Do I have to get a new computer for my van or what could cause this?

You need to have a mechanic check for a broken wire/bad connection etc. He has to scan for codes to see where to start.

How will he scan for codes if the OBD will not communicate with the scanner?

Because some scanners will not work and others will. Besides he will check why it is not communicating anyhow to get it to read.
