Car running sluggish and fan seems to work when it wants to so car overheating no warning lights are on.

Check the fan relay, the engine temperature sensor, and the thermostat. With the engine cool, open the cooling system fill and see if there is coolant flow. Also check the color and texture of the coolant for the presence of rust.

Also check the grounds for the fan and relay.
