3 wires to the sensor. I'm getting 5.1 volts on one pin and 6 on another. Aren't I supposed to get 12 volts here instead of 6?

5 volts is correct. This is called the reference voltage. Here are the engine wiring diagrams which include the camshaft sensor wiring. This guide can help you test the connections:
