Based on your description, it sounds like there is a problem with one of the wheel speed sensors. They are responsible for actuating the anti lock brakes as well as traction control. If the computer senses that one of the wheels isn't turning as fast as the others, it thinks the vehicle is slipping. As a result, it engages traction control, which reduces engine power to eliminate slip. When you stop the vehicle, everything goes to 0mph and the system starts working again.
Now with that in mind, you need to check wheel speed sensors. To do that, you will need a live data scanner so you can actually see what each wheel speed is and if one is off. If you don't have a scanner, you will need to have the computer scanned (most parts stores will do it for free). The only problem, if there isn't a code set, and there may not be, they won't be able to help. In that case, you need to have someone drive the vehicle while watching wheel speeds via a live data scanner. They will have to cause the vehicle to do what you described while they watch what is happening. Here is a quick video showing how it is done.

If you find one of the sensors is bad, here are directions for replacement. There are two different procedures. One is for the front, the other the rear. I will start with the front. All attached pictures will correlate with these directions.

Front Wheel Speed Sensor

REMOVAL
REMOVE SPEED SENSOR

a. Disconnect the speed sensor connector.
b. Remove the 4 resin clips and 3 clamp bolts holding the sensor harness from the steering knuckle, upper arm and side rail.
Torque:
Steering knuckle and upper arm: 8.0 Nm (82 kgf-cm, 71 inch lbs.)
Side rail: 12 Nm (122 kgf-cm, 9 ft. lbs.)
c. Remove the speed sensor installation bolt from the steering knuckle.
Torque: 8.0 Nm (82 kgf-cm, 71 inch lbs.)
INSTALLATION
Installation is in the reverse order of removal.
CAUTION:
There are no foreign objects on the sensor or the part of the knuckle to which the sensor is to be installed.
The sensor is installed flat against the knuckle when you tighten the bolt.
HINT: After installation, check the speed sensor signal.

REMOVAL
REMOVE SPEED SENSOR
a. Disconnect the speed sensor connector, and pull out the sensor wire harness with grommet.
b. Remove the 5 resin clips, holding the sensor wire harness from the frame, upper control arm and axle housing.

c. Remove the mounting bolt and speed sensor.
Torque: 10 Nm (100 kgf-cm, 7 ft. lbs.)
INSTALLATION
Installation is in the reverse order of removal.
NOTICE: Make sure that
